Cowes Outer Harbour Project - the video. Cowes Harbour Commission has released a new video to explain their work with SEEDA on the Cowes Outer Harbour Project. The project aims to transform Cowes into a truly sheltered harbour with a new outer breakwater, a new eastern entrance channel, and a new marina in East Cowes.
